In a nutshell, the author says that the largest banks are planning to have the option to seize deposits in case of a bank run. In that event, FDIC may save many individuals, but it won't save local municipalities and other, larger depositors with over $100K at risk.

If true, I'd watch for this issue to become a political item as congress is asked to approve the plan . . .
