We know that if children are animal abusers, they usually grow up to abuse people. Those grown up people may be in your neighborhood. Wouldn't you like to know where they are? We have registries for sex offenders, and animal abusers also need to be identified. When people who have animals, get abused, the animal usually get abused too. Many women are afraid to leave abusers because of fear for their pets. If we have a registry, we can check that before we get romantically involved with a stranger.
