Where's "tags" list?

I often get an error message that I can't make up "tags" but must use those from the list; fine, but where's the list?
Just now, when I tried to post this, I got an error message that the post must contain at least two characters. ?
Also, when I try to log out, the Help Desk trapezoid covers "Log Out," so it won't work. Never mind that last sentence; I just figured out that if I go back to "Bulletin Board," there's nothing to cover the logout link.

Good point! There doesn't seem to be away aside from viewing the tag cloud, which isn't very convenient so I have restored the option for users to create tags.
