It’s time for our elected representatives to re-claim their power. Please contact your House and Senate representatives, and the House Committee on International Relations, to pass H. R. 5875 and H.Con.Res.450. Please do everything you can to get media attention on this, and urge everyone you know to apply public pressure to get these resolutions passed. If these prospective Bills die in committee, the possibility for peace in the <st1:place>Middle East</st1:place>, and any inheritable future will also die. <o:p></o:p>

A BILL<o:p></o:p>

To repeal the Authorization for Use of Military Force Against Iraq Resolution of 2002 (Public Law 107-243). <o:p></o:p>

Be it enacted by the Senate and House of Representatives of the <st1:country-region><st1:place>United States of America</st1:place></st1:country-region> in Congress assembled,<o:p></o:p>

SECTION 1. SHORT TITLE.<o:p></o:p>

This Act may be cited as the `Iraq War Powers Repeal Act of 2006'.<o:p></o:p>

SEC. 2. FINDINGS.<o:p></o:p>

Congress finds the following:<o:p></o:p>

(1) On <st1:date month="5" day="1" year="2003">May 1, 2003</st1:date>, under a banner displaying the words `Mission Accomplished,' President George W. Bush stated: `Major combat operations in <st1:country-region><st1:place>Iraq</st1:place></st1:country-region> have ended.'. At this point, the occupation of <st1:country-region><st1:place>Iraq</st1:place></st1:country-region> began.<o:p></o:p>

(2) The civilian leadership at the Department of Defense has failed to adequately support United States Armed Forces in <st1:country-region><st1:place>Iraq</st1:place></st1:country-region>, which were not trained to carry out an occupation and did not receive the proper equipment to achieve their stated mission.<o:p></o:p>

(3) The occupation of <st1:country-region><st1:place>Iraq</st1:place></st1:country-region> has made the <st1:country-region><st1:place>United States</st1:place></st1:country-region> economically and militarily weaker, has made the <st1:country-region><st1:place>United States</st1:place></st1:country-region> less safe because it has enhanced the recruitment of terrorists, and has diminished <st1:country-region><st1:place>America</st1:place></st1:country-region>'s role in the world.<o:p></o:p>

(4) <st1:country-region><st1:place>Iraq</st1:place></st1:country-region> is embroiled in a civil war characterized by daily occurrences of retaliation and revenge, fueled by the occupation of <st1:country-region><st1:place>Iraq</st1:place></st1:country-region> by United States Armed Forces.<o:p></o:p>

(5) The civil war in <st1:country-region><st1:place>Iraq</st1:place></st1:country-region> was predicted by <st1:country-region><st1:place>United States</st1:place></st1:country-region> military commanders before the 2003 occupation of <st1:country-region><st1:place>Iraq</st1:place></st1:country-region>.<o:p></o:p>

(6) The <st1:country-region><st1:place>United States</st1:place></st1:country-region> has pursued military action rather than diplomatic alternatives in <st1:country-region><st1:place>Iraq</st1:place></st1:country-region>, and has reduced reconstruction efforts in <st1:country-region><st1:place>Iraq</st1:place></st1:country-region>.<o:p></o:p>

(7) General George Casey, the top <st1:country-region><st1:place>United States</st1:place></st1:country-region> military commander in <st1:country-region><st1:place>Iraq</st1:place></st1:country-region>, has proposed a plan for the redeployment from <st1:country-region><st1:place>Iraq</st1:place></st1:country-region> of a substantial portion of United States Armed Forces and briefed the President accordingly.<o:p></o:p>

(8) On <st1:date month="5" day="13" year="2003">May 13, 2003</st1:date>, the President stated, `We will stay as long as necessary to make sure that the Iraqi people have a government of, by and for the Iraqi people. And then we'll come home.'.<o:p></o:p>

(9) On <st1:date month="12" day="15" year="2005">December 15, 2005</st1:date>, the Iraqi people participated in elections to directly elect a full-term government. The Prime Minister of Iraq and other high-ranking Iraqi Government officials, as well as leaders from the Sunni, Shiite, and Kurdish communities in <st1:country-region><st1:place>Iraq</st1:place></st1:country-region>, have since called for a timetable for the withdrawal of United States Armed Forces from <st1:country-region><st1:place>Iraq</st1:place></st1:country-region>.<o:p></o:p>

SEC. 3. STATEMENT OF POLICY.<o:p></o:p>

On the basis of the findings specified in section 2, Congress declares that it is the policy of the <st1:country-region><st1:place>United States</st1:place></st1:country-region> to end the occupation of <st1:country-region><st1:place>Iraq</st1:place></st1:country-region>.<o:p></o:p>

SEC. 4. REPEAL OF PUBLIC LAW 107-243.<o:p></o:p>

The Authorization for Use of Military Force Against Iraq Resolution of 2002 (Public Law 107-243; 50 U.S.C. 1541 note) is hereby repealed.<o:p></o:p>

CONCURRENT RESOLUTION<o:p></o:p>

Calling upon the President to appeal to all sides in the current crisis in the <st1:place>Middle East</st1:place> for an immediate cessation of violence and to commit <st1:country-region><st1:place>United States</st1:place></st1:country-region> diplomats to multi-party negotiations with no preconditions. <o:p></o:p>

Resolved by the House of Representatives (the Senate concurring), That Congress--<o:p></o:p>

(1) calls upon the President to--<o:p></o:p>

(A) appeal to all sides in the current crisis in the <st1:place>Middle East</st1:place> for an immediate cessation of violence;<o:p></o:p>

(B) commit <st1:country-region><st1:place>United States</st1:place></st1:country-region> diplomats to multi-party negotiations with no preconditions; and<o:p></o:p>

(C) send a high-level diplomatic mission to the region to facilitate such multi-party negotiations;<o:p></o:p>

(2) urges such multi-party negotiations to begin as soon as possible, including delegations from the governments of Israel, the Palestinian Authority, Lebanon, Iran, Syria, Jordan, and Egypt; and<o:p></o:p>

(3) supports an international peacekeeping mission to southern <st1:country-region><st1:place>Lebanon</st1:place></st1:country-region> to prevent cross-border skirmishes during such multi-party negotiations.<o:p></o:p>
