"Justin" should be able to find and review those recent yearbooks at the schools.

This looks like a stalker or someone who is otherwise a threat to the person that he is trying to find. If he had the person's name, he would be looking for them by name. If he had a legitimate reason to find them he would contact the police. The college education bit is an unconvincing reason, and does not make sense (why would you be paying for someone's education if you do not know their name, unless there is a reason (which we, as strangers, do not know) that you do not know their name.

The most likely reason I can think of to look for someone like this is if you were abusive and your partner got sole custody, moved away, and changed their families name. If this is the case, I would hate to be the one who blew their cover.

So no, not a scam, something worse.

I would like to request that Barry remove the phone number from the original ad, just as craigslist has flagged and removed the post.
