I had a friend ask why the Sebastopol City Council voted our Mayor in, rather than having a public vote on it and I didn't know the answer. Anyone know?

Many cities have provisions that the mayor is a city council person elected by the city council. I would guess that provision is in the Sebastopol City Charter.
