Sebastopol water rates

Is anyone else really struggling, as I am, with the recent 80% increases in water bills? This huge rate increase is spread over four years, and we've just sustained the second (in July) big increase. Do we know what kind of expenses are actually related to these increases, etc.?

I recall reading about this in the press democrat. The decision seems to have been made over a year ago.
Looks like it will be really bad in 2016.
