President Obama has indicated that he will be seeking fast-track authority for negotiating the Trans-Pacific Partnership, a set of "free trade" deals currently being negotiated by the U.S. and 11 other Pacific-Rim countries. Fast-track authority means that Congress wouldn't have to approve his plans. Isn't that why our Constitution lays out a set of checks and balances between the executive, judicial and legislative branches?
