I am struggling with this question:

How can we help young people (in my case: college undergraduates) develop the skills and attitudes useful for civic engagement?

What are the skills, the mental and emotional habits that give them a good start to engage with civic matters in their communities?

How can these be developed?

Note that the communities of which they will be a part are multiple, and constantly changing: over their life they may move 8 times, and change jobs 5 times, 3 of which in a radically different field, may be married to three partners, have one or two kids and care for some stepchildren. Etc.

How have you kept up with civic engagement during the changes in your life? What skills and mental mental and emotional habits have supported you?
