    City-Owned Electric Vehicle Charging Station Users Will Pay to “Fill Up” as of April 1


    On April 1st 2017, electric vehicle charging stations owned by the City of Sebastopol will begin charging modest user fees. Charging has been free at the three city-owned stations, located in the parking lot on Laguna Way northeast of the Rialto Cinema, since their installation in 2013. Costs have been covered through the General Fund Streets Utilities account. On June 7, 2016, the Sebastopol City Council approved, by Resolution No. 6086, new fees for users of City-owned electric vehicle charging stations: a $2.00 onnection charge, and a usage charge of $1.00 per hour. The monies collected will be separately accounted for, and will be used to pay for costs associated with system administration, maintenance, and electric vehicle charging program network expansion at City owned and leased facilities.

    In addition to the three Laguna Way stations, the City is currently working on adding charging stations in the South High Street parking lot across from the Sebastopol Center for the Arts.

    Privately owned charging stations at varying stages of completion are located at the CVS parking lot on Petaluma Avenue and in the Redwood Market Place near the Lucky supermarket.

    The City of Sebastopol is widely recognized as a leader in sustainability efforts. The electric vehicle charging station program is part of the Sebastopol City Council’s continuing commitment to the reduction of Greenhouse Gas Emissions.

    That's great news about the High Street stations.

    Why is one of the Rialto spots in a handicapped space?

    Also, sometimes the chargers do not "unlock" or unlock and then immediately stop at the Rialto lot. I emailed ChargePoint and they said the units were privately owned and they were not responsible for maintenence.

    Is the city aware of these issues? It seems (by comments in ChargePoint app) these issues have been ongoing.

    Can you tell me if these "charges" actually cover costs...or still amount to subsidies?

    While I understand it is a good thing that the wealthier of our communtities can buy electric cars and hence ultimately be a driving force to both improve the technology and bring prices down... It is also irksome to many in the genreral population when people get state/federal subsidies for their "status vehichles". Get to drive in the HOV lanes. Get reduced power rates, often for their very large homes. Get subsidized "fuel" at the taxpayers expense. (and I'll just briefly mention the huge numbers of these vehichles in SoCo whose main purpose is to cheap electricity rates for the 30Kw cannabis grow the owner is running).

    And, we are after all- talking about a technology that is not ready for prime time. From range limitations to size limitations (we are a long way away from "family sized" vehicles and further away from work trucks and vans. We may be decades away from the needed battery technologies.

    Hello Jitterbug. Thanks for your questions. The City's Public Works Department has supplied the answers.

    Handicapped Spaces: The City had received complaints as to the ADA accessibility of the charging stations. The decision was made to modify one of the spaces to be ADA accessible to allow use for persons using a wheel chair.

    Locking/Unlocking: The City does receive email notifications from ChargePoint when one of the stations are in fault or sending out a failure code. In the past City has replaced several parts for the stations based on the needed repairs. We apologize for this inconvenience.

    Hello. We appreciate your question and your comments have been relayed to the City Manager and City Council. In terms of your question about the charges, here is the answer from Public Works:
    The proposed fee structure will support the City of Sebastopol’s costs for energy consumed, as well as infrastructure administration, support costs, maintenance, and future network expansion.
